You'll need to remove a bit more than the instrument cluster to get to it. That top bolt is a royal PIA! I know I had to do it when I converted my 9000 from auto to 5 speed manual.

You will have to take the dash top pad off, the instrument cluster out and remove the black trim pieces from the steering column (between the steering wheel and dashboard).


When you have the dash top off, look for the back of the steering column bracing. In the center of this on the firewall will be a round cutout hole. The top bolt for the pedal cluster bracket is there.

The best way to get to that 12 mm bolt is to use long 3/8" drive extensions fed through the gap between the steering column and dash. You have to look through the gap just right and you will see the bolt head.

Then you will have an equal amount of fun getting that bolt back in.

By the way, it will be a two person job to get the bracket out because you will need someone to pull the whole brake master cylinder towards the front of the car to get the studs out of the bracket as you pull the bracket down. Be sure to disconnect the brake pedal from the master cylinder and if it's still attached unbolt the clutch master cylinder and disconnect the master cylinder from the clutch pedal.

Also, you can take off the accelerator pedal arm before removing the bracket. There are two screws/bolts that hold the pedal pivot to the side of the bracket. That way you do not have to undo the accelerator cable from the top of the pedal arm.
