Third brake light not required? As far as I know, the third brake light is a US federal DOT requirement to be on all cars sold here since 1986. Based on my frequent observation of cars with only one of three brake lights working, I am not aware of any Illinois state laws that actually require that it is working. Note that I was not required to retrofit my 1983 C900 or my 1982 Alfa Spider with third brake lights in Illinois.
My guess is that there is a broken wire (+12V or ground) somewhere in the bundle that is between the roof and the hatch, travels through a corrugated plastic sheath/tube. Do the other lights on the hatch, i.e. reverse or rear foglight, work?
