The motor that drives the pump is single speed. If it is running 'slowly' I would think it could be not running at all? Or close to failing? Check the fuse under the hood next to fluid reservoir. There also might be a relay to run the pump motor. Pull the relay out of the socket and jumper the power leads for a few seconds and see if the motor runs.
If motor runs OK I would start looking into why the pressure switch does not turn on relay, or if relay is not starting the motor.
If I recall, my motor was either dead or crudded up so it did not run. I ended up changing the motor only, not the whole pump assembly, with it in the car. I would not recommend doing that because it is not setup to change motor in situ. Motor mounting bracket was bent and deformed afterwards.
Eventually, I also had to replace the pressure switch which operates the relay which runs the motor. Again, difficult-the aluminum switch threads galled out upon unscrewing from cast iron pump body due to years of corrosion.
After I got it operating, I sold the car. Again, it was a 1992 turbo 5sp with TCS. Yours might be the same abs system? Problem is the braking hydraulics and ABS work in conjunction so if ABS has a problem it seems as if the service brakes also basically do not function.
