This could be as easy as SaabER says but it could be more involved.
The stiff wire that goes to the air box that's next to the blower motor (under under the aquarium cover) could be off the little plastic arm, or could have broken.
OR...
a similar wire going to the air box under the dash has fallen off the little arm on that box (or the arm is broken).
OR...
the servo motor on the air box under the dash could be dead. This motor also drives the stiff wire to the air box under the aquarium cover. However, you can move the flap by hand if you pull the ACC. It's almost straight ahead of the ACC on the right side of the air box. BE VERY GENTLE as you don't want to break it off! You're moving against the internal resistance in the motor, so it will take some effort to move. As long as you have normal-size hands, you don't have to pull the dash top to get to it, unless you are replacing the whole air box and/or servo motor.
OR (as happened on daughter's former '95 CS)
The ACC has an internal failure and is no longer moving the servo motor so the flap is stuck in one position. In your case it's stuck open, In daughter's case it stuck closed so she had no heat (in February of course, at 5 degrees).
Recalibrate the ACC and see if it shows any error codes. Note that it can show no codes and still be bad, as mine was.
