What's inarguable is that there is something strikingly odd happening.. somewhere.
I initially assumed that a flapper servo motor was seized.
But as all is claimed to be working as result of a fresh acc ??
Albeit the problem does suggest the opposite.
Then MY guess is that the result will be found only by systematic checking of all wires and connectors, as well as the bits connected to such; in about and behind the dash. Possibly even further afield.
Advancing age exacerbates gremlins, only recourse is to search, methodically.
I'll take a wild guess and assume this is not a Pristine car.
Apologies if wrong, but it is 23 yrs old. Ample time for corrosion to manifest.
Imo everything, is suspect or should be, until proven otherwise.
