how to remove brake line spring clip?

Hey guys, I'm back to work on the car. The wind has died down today and the sun is up, though its a little colder out.
So the problem I have is that when I installed the new rear caliper, the flexible pressure brake hose would only get tight when it was twisted. Basically it wants the caliper to be 180 degrees from the installed position.
So what you guys suggested was to take the tension off the flexible brake line by allowing it to rotate at the junction with the hardline, because the hardline has connector that can twist all it wants.
It looks like I need to:
1. remove spot welds from flexible line, using dremel
2. remove spring clip
3. loosen hard-line connection
4. allow flexible line to rotate to no-stress position, and then tighten everything back up.
It sorta sucks about the welded part, cause its hard to get a dremel in there. Does this look like the right steps now? oh yeah, how do I remove the spring clip? Just pull on that tab with pliers?
