In normal operation the high pressure line (small diameter) will be hot and the low pressure line (larger diameter) cold. Did you check the temperature of the evaporator? Pretty easy on the 9000 if you take out the cabin air filter.
Expansion valves can stick either open or closed (or clog with debris). When stuck closed it can have a dramatic effect on pressures, low can can even pull into vacuum. If the expansion valve is stuck open the effect on pressures is more subtle.
I've seen several aftermarket expansion valves that were bad right out of the box, it seems to be a real crap shoot.
