I believe that after the first second or so of initial running, the ECU "reads" the Crank Position Sensor (looks for pulses) to determine that the engine is rotating; if rotation is detected the ECU will energize the lead to the fuel pump relay. No rotation and the ECU will not energize the lead to the relay and the fuel pump will not run.
