Thanks for the suggestions, I got around to getting this on a lift and taking a look at it. Bill H was correct that the rear muffler needed to be rotated on the floating flange from the middle muffler. The hangers were a bit twisted so that also indicated that it needed rotating. It was a little difficult to see how a small rotation could cause it to look and rub that bad.
The installer rotated it and it looks just fine now and centers in the opening in the rear bumper. Very happy.
