An intermittent CPS sensor is possible, but given what you're seeing with your gas cap I think fuel starvation is more likely. When my fuel pump failed a couple of years ago I got a check engine light and misfire codes.
You should probably get rid of that crappy Autozone gas cap. I bought a locking cap from Eeuroparts and am not experiencing the symptoms you're seeing, I don't think Saab designed the tank to deform in normal use. That much vacuum building up in the tank can't be good for fuel delivery.
As to the flasher problem, you might try reflowing the solder connections inside your flasher relay. I've found that kind of treatment fixes an amazing number of electrical glitches. These cars probably use an early lead-free solder that doesn't hold up well over time.
