Hello, As stated by others I always change the thermostat with the headgasket. I believe there is spec to check if the headbolts have stretched but your year they should not be the bad head bolts. Do to the short mileage since last change I would probably send the head out and have it checked and possibly decked if it is showing any pitting. I would also check the top of the block for any pitting if any is present you can fill it with jb weld and sand it back down flush with the rest of the block this was a commen condition on old 2.1 classic 900's. If the block or head was pitted out a little when the gasket was replaced last time it may be the reason for the modest 70,000 miles between failures.
As far as the rack is it leaking into the boots or out of the pinion? They are a pain to change on your car. If so a change is probably inevitable but sometimes a stop leak will help but I don't recommend the lucas stuff it is way too thick and your steering will be hard until everything warms up.
