No start and blown hg 98 cse

My friend has a 98. 9000 cse auto with 123k miles. No known maint, but a quick look shows evidence of completely blown hg. Pulling plugs shows water in all cylinders , wet plugs, and a no start condition. In trying to get engine to fire we get no fire at all.
Not even a cough, even with spraying startingfluid into intake. Fuel pump runs, so it at least is trying. Plenty of fuel at return line, into a bucket.
Replaced spark plugs with new ngk's.
Have tried both a used di cassette and a new one with no change.
The car supposedly ran out of coolant and this was reason for being disabled.
He us just trying to get it to at least fire before tearing it apart for hg replacement.
All pulleys turn, and apencil into cyl 1 actually moves up and down.
CPS tested good but he replaced with new anyway.
Im wondering if a badly blown head gasket will allow such low compression to prevent engine from actually firing?
