The problem is likely the Electronic Throttle Body (ETB).
The safety valve is easily tested to rule it out. Remove the valve, jumper to the battery and listen to it click over when energized - blow through the air ports to verify they are being switched properly.
Since your problem is intermittent and occurs when warmed up, I suspect that you are getting an intermittent open circuit occurring on the ETB motor, which is connected to pins 1/7. Connect an ohm meter (set at a scale reading of 1K ohms or thereabout) to these pins and move the throttle through its range. The reading will always be below 200 ohms when functioning properly. What you may see is at certain positions the ohmmeter will lose the reading - this is an indicator that the motor brushes are losing contact. Moving the throttle quickly may be necessary to get this to occur. If this is happening you may be able to disassemble the ETB, clean it, play with the brushes, and the problem may clear for awhile.
If not the motor, next stop is measuring the resistance on the remaining TPS pins - consult the 1993 Saab 9000 Traction Control System manual or older posts to get the specs.
