As far as I know, even the "alternative" ice melting salts are chlorides of one type or another. The most common are sodium chloride, calcium chloride and magnesium chloride. Different combinations of these will produce different results. I know VT has had a shortage of road salt recently, so perhaps just a smaller dosage is to blame - melts the snow when it's on the road because the road is cleared and heated by the sun and friction of tires, then freezes solid when these factors are removed, as in the wheel wells.
