Sounds like whenever they did whatever so called "testing" of the lifters, they damaged the internal (spring) mechanism. You cannot deem the things "frozen" by any known test. My guess is is that they used some kind of press (or clamp) to compress them and ruined them. I would replace the lifters first, before concluding that the head is toast.
