CPS Testing Methods - Help please!

I believe I've narrowed my no-start situation to the CPS. Earlier I was testing the wrong pins on the DI cassette plug. Now the test light proves the main relay is firing while the test light doesn't light up when I run the starter.
CPS Tests: Resistance across the signal & ground wires, continuity to the ECU, and AC Voltage while cranking.
Resistance across the signal & ground wires: 550 Ohms
Continuity: The signal wire has continuity to pin 41 in the ECU plug
Continuity: The two ground wires have continuity to pin 67 & 66 in the ECU plug
Continuity: The ground wires have continuity to the negative terminal of the battery
AC cranking voltage: Measuring the AC voltage from the signal pin to ground while cranking yields a bit over 1V AC.
This is a practically brand new CPS. I have what I believe is a known good CPS, it measures out the same way.
And yet - the test light doesn't fire when I crank the engine.
Notably - when the ignition is ON and I test the voltage coming to the signal wire - I don't get 5V. I get millivolts. Should the 5V reference voltage be live at the signal wire even when the ignition is just turned to ON, or will the ECU only send signal voltage when the engine is running or starting?
I'd love some help here.
