Both the main and fuel relays get unfused battery to terminal 30. The sockets should have 12v to ground at that terminal with the relay removed, key off. Both relays are triggered via their respective Terminal 85 by the ECU providing Ground.
You said you have a Tech2, I assume the ECU sets no DTC's?
by they book, the CPS diagnosis was correct....Did you visually inspect the shutter wheel while you had it out? if not, you should go do that now.
Test the CPS ground and shield by using the test lamp between terminals 2 and 3 of the CPS connector on the engine harness, and battery positive. and lastly test continuity between terminal 1 and terminal 41 of the ECU harness, impedance should be less than an Ohm.
