First, an observation: the central locks hadn't worked during this no-start period for the car. If I turned the key in the driver's door, only the driver's door unlocked.
Whelp - last night, the door locks fired with vigor.
And the car started with vigor.
It's MUCH warmer currently and the rain / humidity has subsided. This is conducive of conductivity.
I measured voltage drop from the negative terminal to the grounds while the car ran - less than 0.1V.
I measured voltage drop from the positive terminal to the positive distribution bus beside the battery tray - more here. 0.21V. Also, the wire was warm to touch. I think this is my problem. I'm going to replace that wire and see what difference it makes.
It did ultimately start to struggle after it had run for awhile, but I think it's related to another problem - the damn thing has WAY too much oil in it. I'll post separately re that.
