Cranking with a scan tool connected, you should see some cranking RPM's displayed, 50-500 depending on how strong your battery is. If you see zero (0) RPM's, then you know the sensor signal is missing. You'll have to disconnect the CPS connector (under the intake manifold) to measure the sensor, because there might be a fault between the ECU connector and the CPS connector. You'll end up changing the CPS for nothing if there is an open in the wiring.
I tried to get some history on your no start problem. It seems like it started after you changed your battery. Is this correct?
