Sounds like the steering wheel is under some kind of stress, like trying to "self center" itself, but is not able to. This happens to me once in a blue moon, especially if I park on any incline with the wheels slightly turned. I usually have to turn the steering wheel pretty hard in the direction the wheels are turned, while turning the key at the same time, in order to get it to release. As a last resort, you may have to jack the front of the car, thus completely relieving the stress. If anything, you can connect a jumper wire from a "hot" fuse (one that's connected directly to 12 volts) to the power window fuse and raise the window to keep the elements out.
