The issue is that tiny, plastic speedo gear inside the transmission. They're a ~$2 part or something ridiculous like that. The only solution for 95-98 cars is replace the gear. To give an idea of the cost estimate, it requires removing and opening the box and essentially is on par with a transaxle rebuild.
Apparently the tiny plastic gear needs to be "heated up" and pressed onto the shaft, but not heated up too much and pressed on properly. If you go the repair/rebuild route, I'd make sure the shop is aware of the common nuances of this repair.
Also, I'd never buy someone else's rebuilt box. "Rebuilt" means that it was opened and visually inspected - it doesn't mean that all the wear parts (a person that just lost their trans) you'd expect to be replaced got replaced (synchros, transmission gear, etc.)
Interesting to note is the 93/93 cars used a different signal to maintain boost and idle. I drove my 94 5spd Aero for over 18mos without speedo - but I wouldn't have made it a week with base boost and dying at stops. I went with a rebuilt box and that failed after a year. Then I went with a "mystery" box from a salvage car and i've been driving ever since.
