Weird Headlight Behavior

The headlight relay in my '96 CS finally bit the dust - total failure (after a couple of diagnostic/repair cycles). I pulled the relay and was driving with full-brightness (with corner/tail lights too) DRLs until a replacement arrived (https://www.amazon.com/URO-Parts-44-...ype=automotive).
Popped in the new relay, pulled the DRL fuse, and headlights work again - almost normally.
High flash works normally in off & park switch positions, lows are normal, but when in the switch is in the headlights-on position, I pull the beam stalk for highs, there is a long delay before they come on; I usually have to try this a few times before they start working. As I "work" the beams (hi/low/hi/low, etc), behavior begins to normalize, as if the relay is warming up (it's pretty cold here, in eastern Washington). During this "warmup" process the highs will often flick back on as I dip the beams. Again, a few hits at the stalk "trains" the relay to behave normally.
If I leave the DRL fuse in place, my LED city lights flicker faintly and I hear a faint buzzing coming from behind the fuse panel - fuse pulled, no buzzing; I'm leaving it out.
I thought I had a defective relay and got a replacement - same behavior. I know the relay is not the genuine SAAB part, but I don't think that's the problem.
I feel like I'm overlooking something, but I'm lost and seeking advice.
