I had an ABS sensor go bad on the left rear of my '96CS. The shielded conductor in the cable actually dissolved from age and road salt. I replaced the sensor with a new aftermarket unit and then experienced the symptom you describe. As it turned out the sensor teeth were so corroded the new sensor wasn't seeing them at low speed. I fixed the problem by hand filing each tooth to clean square profile and trimming the sensor base to reduce the air gap. It's been working fine for 2 years now.
