Yes it should spin easier than that. There should be a little drag but it should make several revolutions. As for those fuses were did you get them. I remember Saab sending out a bulletin or maybe it was just an alert about some cheap chinese fuses that were fire hazards because they would not go open. The example they showed was a 10 amp fuse that would melt but take over 100 amps. Good Luck, Bernie
