No get up and go sounds a lot like base boost. You can check this by unplugging the wire connector from the boost valve - if no change in performance, then it's likely the valve (or something in the ECU limiting you to base boost). Had this same issue on my '98 and went to a T7 boost valve (required ECU re-program). Never had a boost issue again.
