Water in pass. footwell. Weep hole clogged

This has happened twice over the winter. Debris clogged the weep hole leading to standing water in passenger footwell.
Where do I need to clean to prevent a recurrence? Somewhere beneath the bulkhead cover?
I figure it has to be some kind of plant matter collecting somewhere that gets carried down to the weep hole when it rains.
