I had a similar problem with my Volvo 740 Turbo, which has the same ABS system. I was able to figure out which wheel was being "pulsed" by the ABS controller (was the front right, which is the position that sees the most pothole abuse), removed the sensor by the wheel hub, cleaned off some rust/grime particles on the inner surface, and put it back in - car has been fine since. Be careful when removing the sensors, as they have plastic bodies and have been in place for decades, an easy opportunity to break them - be sure to spray the junction with penetrating oil first.
