Yes, that's exactly right, the surround is a usually foam ring that connects the cone to the frame of the speaker. With time and use the foam can disintegrate which causes the speaker to sound blown out and horrible. Usually this is what's wrong with a bad speaker (and sounds like it's the case with yours). You can get the repair kit on e-bay, carefully scrap the remains of the old foam off the cone and the frame and glue in the new ring with the provided glue. It's a little fiddly but manageable on your first try if you take your time. Most speakers are a somewhat standard size and I believe the front 9k speakers are considered 4", but the e-bay posts show the exact dimensions of the replacement rings to confirm that they'll fit. It's a slight gamble that it will work out perfectly, but a low cost one if you want to stick with OEM speakers.
