15in Hg is much lower than it should be. Should read between 20-22, usually around 21 at sea level. Either you have a massive leak or one of your cam sprockets is off by a tooth. Heck, maybe even the EVAP valve is stuck open. One place to check for a leak is the throttle body. There is an o-ring between it and the intake manifold. These break/crack sometimes. A leak can be detected by spraying some carb cleaner, or better yet, some starting fluid around places where you suspect and the idle will increase when a leak is found. Your vacuum gauge should have came with a diagnostic chart. Otherwise, you can Google for one. HTH
