Hello,
I believe you have the old style shift shaft seal in there. It has an indent you can see and it flairs out after that. It will not go in flush. There was a tool that grabbed that indent to pull it out. In many places that one has been superseded to the flush mount seal that was used from 94 up including by the ng900, 9-3 and the 9-5's.
