SOLVED! Bad ground. Sometimes the stupidest crap gets in the way and in this case, it was my own damned fault. Tracked thru the blower wiring diagram where the ground (G102) indicates connection at the battery tray. Pull the battery and... the ground bolt was still loose after I did a ton of work to the car. Tightened that bolt, reinstalled the battery, switched on the ACC, and... we have a fan.
So now I eat humble pie while hopefully passing along my dufus ID-10-T mistake as a warning to others. Don't do what I did!
