It’s been quite a few years since I had my 1992 9000 but I recall just such a problem. There is a thermal switch on the radiator that is necessary to turn the fan on so check that. As I recall it was a two-speed fan, but I can’t recall if there were two fans. The wiring is fairly complex and I needed to get the electrical manual to trace it. I recall jumping the relay to check the fan wiring and running a direct wire to the fan to check the fan motor. I substituted another relay to check that operation. In the end, I think it was the wiring under the radiator and I just ran a replacement wire. Once I had the wiring replaced I got normal fan operation including the fan running for a while after shutting the car off hot, which was the first thing to fail that I noticed. There was a time/temperature control for that so the fan would not run the battery flat if the thermal sensor did not shut the fan down. I don’t know how that circuit changed from 1992 to 1994 but maybe this gives you some clues. I would not want to attempt this without the wiring diagram from the Saab electrical manual. Even with the manual there was a lot of head scratching and I am not unfamiliar with wiring schematics. You have to be thorough checking each component until you rule out the relay, thermal switch, fan motor, etc. and then you are left with a wiring problem.Maybe if you are good at wiring you could run a wire to the fan connected to a switch in the car so you could turn on the fan manually to prevent overheating until you can troubleshoot the problem.
