instead of reading my half baked English let me include a link here so you can do this yourself or make sure your mechanic knows what to do.
The process is actually relatively straight forward.
My take is that your actuator rod is long and need to be shortened by screw the head further back into the rod.
Read/print the document at the link. I think it is extremely useful for anyone who has a turbo 9K. Read the thing thru before doing anything. You don't need a calibrated gauge just to see whether you can get your boost back. However, to do it properly, you probably need to borrow one. Robert Davis has one that he passes around to anyone who askes. Not sure who has it but just post and ask if it comes down to that.
The actuator rod is held in place either by a pin or a C-clip, looks like your rod is attached properly but may not have been adjusted to give proper boost.
