There could be several reasons that the blet squeals. Does it tend to happen more with the lights on? If so it's probably because the belt isn't tight enough, or for any of the other reasons listed.
The alternator, water pump, p/s pump, etc, could have a problem with the grooves on the pulley that keeps the belt from sticking to it as it should, or they could be posing a greater load than they should (bad bearings comes to mind although that usually manifests itself with plenty of noise).
The most likely thing that could have gone wrong after correct tension is belt size. If it's too narrow or if the grooves don't line up it will not work even if it's at the proper tension.
The squealing could come from a bad baring also. I once had an alternator baring fail and it made a noise like a squealing belt that never went away.
