My understanding is that the wastegate is the overflow valve for the turbo. The pressure builds up in the turbo and pushes against the wastegate rod. Once it reaches a certain pressure set by the length of the rod the wastegate opens and the extra pressure flows out.
According to this then the wastegate tube from the BPC should be blowing air out. Furthermore if my wastegate spring is shot then running a tube from the BPC that would normally go to the wastegate and blocking it shut should restore my boost and act as proof that the wastegate is not functioning properly.
