I would say that all dipsticks are designed to be read with the dipstick in its fully engaged position. For example, on a lawnmower, with the dipstick fully screwed in. Looking at the Saab dipstick, it would seem that pushing it in doesn't advance the dipstick tip any further into the oil pan. The base of the cap seems to contact the inside of the filler neck and won't go any further. Pushing down the cap only lowers the top of the cap, so that it can grip the sides of the filler neck to lock in place. I'd be interested to see if you also think it seems to work like this. Good question, actually.
I've heard stories and saw it once about service station attendants "checking" people's oil and showing them that it is low, by not pushing the dipstick in all the way. I remember telling my wife about this practice, and then shortly afterwards we saw some poor family in a station wagon at the mercy of a gas station attendant who must have put three quarts in their car after repeatedly showing them the low oil level on the dipstick. Won't hurt the engine or the gas station's income, either.
