Let the penetrant soak for a few days, replenishing frequently, then use a 3' cheater bar on your ratchet. That'll probably persuade it to come off. I had to resort to this on my '66 'Vette when I tried to remove the large rear-leaf-spring-bushing nuts that'd been on the car for 34 years. Normal methods failed.
