Boost problems

Thanks to JJ and his pressure gauge, I've been able to rectify my
low base boost with 3 turns of the wastegate rod-end. However,
I'm still not getting full boost. My base boost is a little over 5 lbs.
but full boost is only around 11 - I would expect at least 15 (oh,
it's a '98 engine w/mitsubishi TD04-15). I just replaced a faulty
(giving too much boost - 20lbs!) BPC with a new one, but I
suspect that the new BPC is at fault. I'm going over to a friends
house to borrow his, which I know is giving full boost. Will let
everyone know what turns up, but any thoughts would be appreciated.
