A buzzing noise in the wastegate of the turbo was found to be caused by binding of the pivot where the wastegate lever meets the actuator shaft. The wastegate was stuck slightly open, so the disc/valve could rattle inside the turbine housing. Normally the disc/valve is held against the housing by the spring force of the actuator. Penetrating oil and working the lever freed up the joint, fixed the rattle, and got the APC working again.
