Sounds like the throttle switch and or idle speed have been adjusted incorrectly. When the idle is adjusted on your vintage, the throttle switch must be loose and two pins on the throttle switch harness should be jumped together so the computer knows the throttle is at idle. The idle should be adjusted with the throttle stop screw while the base idle wire, near the TSI socket, is connected to ground. When the idle speed is correct, the throttle switch should be re adjusted. Try tapping on the AIC valve, if the idle moves around the valve is sticking and should be replaced. The AMM will affect the idle also, measure between pins 3 and 6 of the AMM. The shop manual calls for 380 ohms. If set to the specification, you will experience the complaint outlined in your description. I set the AMM between 600 and 800 ohms. This setting will richen the mixture in open loop during cold start and give improved driveability. Do not over look the injectors. If dirty, you'll have the condition you describe during cold start.Have them serviced. It makes a huge difference. Make sure the air by pass valve is not leaking. Check the large hose going to the charcole canister. Sometimes the valve at the charcole canister can leak adn or be broken. Pinch the line off when the engine is running, if the idle drops about 300 rpm then picks up, the valve on the canister is leaking and should be replaced. Thats all for now. Good luck.
