The only way to properly measure power output is to put the car on a dyno... as far as spinning the wheels, that's very subjective. It has to do with road surface, type of tire, etc...
I remember the stock Pilot MXMs that came with my car.... my god, I could spin the wheels at any time... so I had to be careful when accelerating. Much worse on wet surfaces... the Dunlops that I currently use are much better (SP8000s).
As far as the boost gauge... well, the term relative is an accurate description... your results will definitely vary....
