I think my cooling relays are bad, how do I test it?

My '92 9kt Turbo (two-stage cooling fan) is getting too hot. The symptoms:
1) The temp. gauge usually can get 3/4 then the h/s fan kicks on and cools it down to the correct level.
2) I am blowing the 30A fuse every so often (I suppose because the low speed fan never comes on and the h/speed fan is thrown on and kept on longer than usual due to so much work it needs to do.)
3) I replaced the switch on the radiator (d/not upgrade to the lower temp. one).
4) I just tested by jumping the relay sockets at the fuse box (under the hood.) Both fans worked fine. With relays still pulled I tested at the switch connection (on the fan side, not the switch side.) I could only get the h/speed fan to work and only if the relays were in.
This leads me to believe that one of the relays is bad. Am I correct? I should tell you that in my fuse box, there are only two spots for the relays (E & F). The third spot d/n have any wiring attached to the female sockets.
