Base boost trouble

Hello,
I have had base boost only (mid yellow) for the year and a half that I have owned my '89 CD. With the return of spring to NE, I've started trying to get it working again. Last fall I replaced all the vacuum hoses I could find. I also went out and bought a new APC solenoid - without any cure.
This time I used the documents on townsend's site as a guide and checked the voltages at the APC computer under the seat. Here is what I found: Pin1 (by counting) has full voltage. Pin20 was effected by the brake. Pin 25 had 10 volts at idle, and less at higher rpms. I tried to rule out the knock sensor by detaching it from the block and wrapping it in a rag for a test drive - no difference.
Any suggestions on what it could be?
Also, I've noticed that the apc solenoid clicks away at high speed with the ignition on, but the engine not running. This goes away (mostly) when the car idles.
The car recently went through emissions: hydrocarbons (HC) were low; 85.3 ppm with 157 allowable. Carbon Monoxide was 0.31% (1% allowable). The nitrous oxide (NO) count was high - it almost failed with 1110.7 ppm (1121.0 allowable) Does this indicate O2 sensor? and would that make a difference with the boost?
Any help or ideas for further testing greatly appreciated!
