I assume you know how to run the ACC self-test. I mechanically disconnect the servo (but keep it connected electrically) and run the self test to make sure it runs, and that the Self-test passes. If not, then there is a problem in the servo or ACC.
From your post it appears that the mechanic is telling you what to replace, but replacing those parts doesn't help. That doesn't mean there is a problem in the ACC - it just may be that the mechanic needs replacement.
If you run the ACC, at least one of the servos should run. You can then test the other servos by swapping them out with the one that runs. If the servos check out, but don't run when installed where they should go, then it might be the ACC.
If the servos run when they're not mechanically connected, but don't run when the linkages are connected, make sure the linkages aren't binding.
