C&D did a test on some of these jammers several years ago and found all but some homemade jobs (big $$$ and illegal) to be useless, especially the so-called "passive" jammers. How the hell could a jammer be passive anyway? How these "passive jammers" can still market their wares is beyond me. Has something changed in the past few years? If so, none of the auto rags that I subscribe to have reported it.
Invest your money in a Valentine One detector (available only via mail order) and learn how to use it. You don't mount it, then run off down the I-10 at 150 mph thinking you're untouchable. There's an art to effective radar-detector use--but it's a tool, not a panacea.
