The MAP (Manifold Absolute Pressure, I think) sensor is to the left of the brake pedal (clutch pedal if you have a 5 speed). It is square and has one vacuum line and an electrical plug connected to it. It tells the APC how much boost pressure the Turbo is generating. If it were shorted it would be telling the APC the boost was high.
I guess they can fail, but it is not especially common. I would try to get one from a junk yard.
