The switch is at the pedal. Slide the driver's seat all the way back and climb under the dash. There are two switches - one with hoses for the cruise control, the other with two wires, which is the brake light switch. The plunger on the switch is pressed in when the pedal is in the normal position, and when you press the pedal, the plunger comes out, which turns the lights on. It is adjustable, but usually not in that direction. My guess is the switch contacts are shot.
To test - pull the wires off the switch (they have slip-on connectors) and touch them together- the brake lights will come on.
A new switch is cheap. Just pull out the wires from the old one, break it off (it's bad, anyway), and put the new one in.
