David is correct. You can remove the panel without breaking anything. Make sure you get all the screws out. The problem may look like moisture, but in my case it was the paint flaking off. I removed all the paint (sandblaster) and repainted the back side with colors I thought best matched the tailight lenses. The result is perfect.
You have to remove and re-glue the funky trim mounts, but thats not too difficult.
