broken IAC valve?

'93 9000 CSE LPT.....

I've had problems with jerkyness just off closed throttle and idle swinging low->high when the aircon cuts in so I've just removed the IAC valve to inspect it. The valve looked pretty dirty and appears to have some damage to the edge of the rotating part (looked a bit like someone had been at it with a screwdriver!!). I get around 12-13V on the plug when cranking and 12V applied to the valve opens it with a click to about 1/8th of an inch gap. I noticed when it was closed there was a very slight airleak but no more than I would expect given the way it works. It is easy to move the valve with a small finger in the inlet.

Trouble is, when I put it all back together, the damn thing won't idle at all! Once it starts (easy with some throttle) it will run fine (on and off load) as long as the revs stay above 1500rpm. Below that it stalls. On one attempt I got a backfire after turning the ignition off (when the plug cleaning operated) which was enough to blow one of the vacuum hoses out of the manifold! After a very quick run I noticed what I take to be a CAT smell. An indication it is running too rich?
I cannot find any obvious vacuum leaks although I did notice a couple of pipes appeared to be under stress. I suspect someone has had the engine out and not routed things too well on replacement.

So my questions....
Is 1/8th inch about right for fully open on these things?
Is 12-13V (ie full, unregulated battery) its correct drive voltage?
Anything else I should check before buying a new IAC valve?

Any advice would be much appreciated- my wife is not happy with me for breaking our "new" car!
