should not be adjusted. if you start fooling around with this you can defeat the automatic adjustment. This stop is set to prevent the butterfly from sticking closed in the TB bore when the engine surges closed and slightly over shoots. If it sticks shut the idle bleed may not be sufficient to allow sufficient air to by-pass through th IAC. If it has been adjusted that could very well be your problem. There is no information to support bypassing the IAC for adjustment -it is bench set at factory BUT now that that is said it can be adjusted to allow just a slight amount of light through the butterfly above fully closed approximately 1/4-1/2 turn but NOT too much light about a 45 degree arc of light at the bottom. This works for me.
